It means they've set up the structure to have a Cantha section later on, but they don't yet have the content for it. Until that content is ready, they need something there to later be replaced. That way, as soon as the content is ready it can be dropped in and the page can go live. Hence the name 'placeholder.'

If you noticed from Guildwars.com you can't get there you have to forge the hyperlink with /cantha. Otherwise they weren't planning on anyone seeing it.
